INDIANAPOLIS, Ind. – Northeastern Center CEO Steve Howell has been elected board chair of the Indiana Council of Community Mental Health Centers (ICCMHC), a non-profit organization dedicated to promoting mental health and substance use treatment services across Indiana. 

Howell joined the ICCMHC Board of Directors in 2022 and was previously elected vice chair in 2023. As board chair, he will serve alongside newly elected leaders Greg Duncan (INcompass Healthcare), vice chair, and Bill Trowbridge (Regional Care Group), secretary/treasurer. 

“We are thrilled to welcome such dedicated and experienced individuals to these key leadership positions,” said Zoe Frantz, ICCMHC president and CEO. “Their commitment to advancing the mental health field and their deep understanding of the needs of our communities will be invaluable as we work to improve mental health services for all Hoosiers.” 

Howell has more than 30 years of experience in the mental health field. In addition to being a licensed mental health counselor and licensed clinical addiction counselor, he has a master’s degree in human services and a post-graduate certificate in educational psychology. Since 1993, he has served in multiple roles at the Northeastern Center, which provides mental health services in DeKalb, LaGrange, Noble and Steuben counties. He was named Northeastern Center’s CEO in 2019.  

As ICCMHC board chair, Howell will advocate for high-quality, accessible mental health services across the state of Indiana. 

“Indiana Council helps to strengthen all 24 of our state’s Community Mental Health Centers,” Howell said. “Though we serve different communities, we share many of the same goals. Together, we can work to enhance our care system and create a healthier Indiana.”  

The leadership changes come at a pivotal time for ICCMHC, as it continues its work to expand access to mental health services, transition to Certified Community Behavioral Health Clinics, reduce stigma, and ensure a coordinated, statewide response to mental health challenges. The council advocates for public policy that promotes mental wellness, and its network of member centers serves communities across Indiana, providing critical care to those in need.
